Mr. Fulmer is a founding partner of the firm and located in the Ft. Lauderdale office. He graduated from the University of Evansville with a Bachelor of Arts and Master of Arts in 1973 and 1975, respectively. He received a Juris Doctor in 1979 from Nova University; now known as Nova Southeastern University. After graduating from law school, he was employed by the Travelers Insurance Company as a claims adjuster in the Miami field office and as a regional assistant in the Travelers home office.

Mr. Fulmer's practice areas include premises liability, automobile, negligent security, general casualty, excess surplus lines, wrongful death, products liability, general liability, construction defect, negligent security, liquor liability, transportation liability, and nursing home liability. His trial experience includes jury trials throughout Florida.

He is a member of the Broward County Bar Association, the United States District Court for the Southern District of Florida and The Florida Bar.
